Irresponsible dog walkers face spot fines

Manchester Council is to clamp down on irresponsible dog walkers.

A draft order drawn up by the council said dog owners would be expected to have ‘the means to pick up’ poo unless they had a ‘reasonable excuse’.

According to the Mirror, police or council officers will give out £100 on-the-spot penalties that, if not paid, could end up with a court appearance and a £1,000 charge.Councillor Nigel Murphy, said: “We want to make it clear dog owners who lack the common decency to clean up after their pets will not be tolerated.

“We think this proposed approach will boost our efforts to deter problem owners, but we’re keen to ask residents if they support it.”

Blind and deaf owners would be exempt from the rules. Officials are also considering a ban on people walking more than four dogs at one time on any public land.
